Smaller players taking over ‘social business’ | The Japan Times

Small private-sector entities are gradually taking over the work of so-called social business to deal with such issues as the low birthrate and job hunting, as local governments and big companies beset by other problems turn away.

The phenomenon reflects the inability of municipalities and big enterprises to keep pace with rapid changes in society and respond swiftly to the services people seek.

There is no clear-cut definition of social business, but it is generally considered an activity devoted to socially responsible tasks and using long-lasting innovative methods.
