People: Those employed at U.S. embassies are required to work without paychecks in any shutdown, but they may not be paid at the end of the debacle, especially non-U.S. citizens contracted to work for the U.S. government.
Procedure: The State Department claims that it will issue passports and visas throughout the shutdown, but other services may not be provided. The Department told U.S. citizens to follow the embassy Twitter account in Jakarta after Indonesia’s tsunami that killed at least 429 people but the embassy tweeted that the shutdown has stopped regular tweets.
