Anyone participating in a protest without a permit is now guilty of a crime, which can be punished. Once the police state deems a protest illegal despite a permit, everyone is subject to arrest and a long prison sentence. In other words, there is no freedom, no freedom of speech, and a dictator rules with absolute power.
