At first Germany did not want to deliver tanks to Ukraine, nor did it want to allow other countries to do so. After pressure, they announced otherwise. They promised to deliver 14 Leopard 2s.

But during his visit to Kiev, the German Minister of Defense, Boris Pistorius, again came up with a surprise: they will not deliver Leopard 2 tanks but the old Leopard 1 model, which has been manufactured since the late 1950s, i.e. more scrap.
